Congresswoman Titus says most damage done by cluster munitions to children

Nevada Congresswoman Dina Titus concludes debate on her own amendment to the fiscal 2025 Defense appropriations bill to prohibit funds in the bill from being used to acquire, use, transfer, or sell cluster munitions in support because the Department of Defense's claimed low failure rate for cluster munitions is misleading, and in real world conditions, the failure rate can be much higher, posing significant dangers to civilians, especially children. The amendment later failed by a 129-284 vote.
