It was just off Highway 281 where at 2pm Saturday May 4th Oklahoma Trooper Cody Rehder stopped Luke Helder for wearing a seatbelt and cited for driving with an expired licence. The location is Highway 33 (westbound lane), North West of Watonga Okal. It thought that Helder was traveling towards the Texas panhandle. Later a pipe bomb would be found in Amarillo, Texas. S It is reported that Luke Helder confessed to making 24 pipe bombs and placing 18 of them in Mailboxes across five states, with anit-government notes.(Craig F.
