TORONTO, ON - JULY 14: The hedge around Leon and Rosemary Murray's Scarborough home stood tall for 52 years, until one person - their identity kept secret - complained about it. It appears that another vexatious complainer is on a blitz in Scarborough, a year after Councillor Glenn De Baeremaeker tried to inject a bit of "common sense" into bylaws that would give enforcement officers more discretion. Councillors in Mississauga last month passed a new bylaw giving city staff and bureaucrats the power to cut off frivolous and vexatious complainers, but in Toronto the rules remain stiff.
