GOP Stalls Action on Highway Bill in Senate

WASHINGTON, DC - APRIL 15: Majority Whip Richard J. Durbin, D-Ill., and Environment and Public Works Committee Chairwoman Barbara Boxer, D-Calif., during a news conference on the highway bill. Senate Republicans have threatened to filibuster a bill intended to fix drafting errors in the 2005 highway law, but Democrats were confident Tuesday they have the votes to move the so-called ?technical corrections? measure. Democrats were hoping to pass the bill quickly when they scheduled it last week, but Republicans insisted on a cloture vote Monday on the motion to proceed to the measure. If Republicans insist on running out the clock on the 30 hours of debate allowed on the motion to proceed, the Senate is unlikely to get to votes on amendments to the bill (HR 1195) before Wednesday. The measure is largely bipartisan, but the inclusion of policy changes and shifts in funding drew strong opposition from the White House and a handful of GOP lawmakers. Majority Whip Richard J. Durbin, D-Ill., and Environment and Public Works Committee Chairwoman Barbara Boxer, D-Calif., championed the bill as a mini-stimulus package that could generate thousands of new American jobs by funding 400 new projects.
